To get to the adjustment screen posted above, long-press the tone button. You can adjust both the frequency and Q (basically adjustment width) for the bass and treble controls.

I'm not asking what you have provided... Between 20hz-20khz frequency range what are those frequencies that can be effected with the treble tone dial in Poweramp?

I showed you how to find the adjustments, did you try them? Treble center frequencies can be adjusted from 5k to 15kHz. And since it is probably worth mentioning here as well, the bass range is 20-250Hz. And for both the Q factor range is from 0.1 (very wide) to 2.0 (narrow).

So, in simple terms when manipulating the treble dial it's effecting the 5khz to 15khz frequency range?

No it is not the whole range. You can select what range is being adjusted with the tone controls, using the adjustments from

If you lower the Q close to zero, the band is very wide and affects a greater range. If you raise it up to 2.0 the band is more precise and only adjusted a narrow range centered on the frequency you select. Basically even the bass and treble controls are parametric EQ controls.

By default, Treble works at 10kHz, and Bass at 90Hz, but as has been said both are configurable. The width of the curve of frequencies around the central values is controlled by the Q value.
