Look and Feel Bug PA 939

Android 9 Moto X4 PA 939 - In Settings -> Look and Feel -> Settings Theme I set it to Portrait (Vertical). This always reverts to Landscape, even if you just scroll the screen down and back up. How to make this stick?

Here's a screen shot. I think the actual bug is what I've put a box around isn't really whayt should be here. This appears after I scroll down and back up on the look and feel screen.

I can scroll up and down that screen as much as I like and the chosen setting for that option remains as I set it.

Here's a screen shot of what's in the box before I scroll down and up. It is different from what's in my 1st screen shot in the prior post. If I scroll down and up what's in the red box changes to what's in the red box in my prior post. At least on my Moto x4 Android 9.

Ah, so not a problem with the actual configuration values changing, but the visual menu on screen glitching and not showing the expected view. Again, can't duplicate here though.

So it must be something unique to the Moto X4 / Android 9. Since the old Moto X4 phone is outside of Google android updates I guess it's something I'm just stuck with. Everything else in PA works just fine.

Same thing happens on my Samsung Xcover 3, running Android 6.

(The Xcover is my "g2h&b" aka. go-to-hell-and-back MIL-STD-810G compliant phone, so far it has survived... dirt cheap with a prepaid subscription, perfect companion when you know that the tough will get going...)

I've tried this on my old Samsung tablet (Android 7) and can't replicate the bug there either. So I guess it may be related to some particular options being set maybe?
