Windows 11 is introducing an emulator system that will allow Android apps to run within a window. It was a much-touted feature when Windows 11 was being rolled out, but is still not generally available: https://www.windowscentral.com/how-get-started-android-apps-windows-11

Otherwise, the only thing you can do is use a coder's development testing system (very technical and geeky) or use the 'Your Phone' app in Windows 10 or 11 to see the displa6y of a connected Android phone and operate its installed version of Poweramp - but it would be the phone that is running the app and doing the actual work, Windows would just be relaying its screen view.
