Audio output via bluetooth: Unable to adjust volume in smooth steps

I'm sending audio output via bluetooth to my speakers. If I'm adjusting the volume on my device this doesn't happen in smooth steps but jumps from e.g. normal to very loud. Is there any setting I'm missing?

Does this happen just once, when you first use the volume buttons during a bluetooth session, and after that first jump the volume control works as usual?

This happens every time when I'm trying to adjust the volume during an bluetooth session. If I'm increasing the volume from 19% to 20% the loudness jumps from relatively low to loud in just one step.

After enabling "Disable absolute volume" in Android developer options volume can be adjusted in smooth steps as I would expect. But to hear anything at all now I have to set the volume control beyond 75%.

Unfortunately PA doesn't remember the volume setting to 75% for the next bluetooth session.

You could force the phone's output volume back up to 100% whenever a BT device connects. Samsung's Bixby Routines can do that rather well (I use "If BT Device Connected = My Hyundai, then Media Volume BT Audio = 100%") but there are other apps that do the same thing.

I would really appreciate another solution within PA.

If the range of audible volume starts at 75% at all there is not enough space left for playback with higher volume.
