Poweramp plays even if app closed

It's meant to do that, so you can do other things while listening to your music.  There is a background service which handles this, and you should see a Notification item in the status bar during playback which allows you to control playback even when the main app interface is not active. It's worth checking that you haven't turning that off in Settings > Look and Feel > Notifications.

Found the notification button that wasn't turned on in settings outside the app. But I disagree with the design then. Selecting the "X" means I want to close the app, not minimize it. There should be a way to turn off the app with one click even if music is running.

You have closed the app, but not the background process which allows music to be played while you are doing other things on your device. If you deselect the 'Keep Service' option in Poweramp's Settings it will allow the service to unload while idle, but while it is actively playing music it should normally remain active to, well, play music. If you want the music to stop too, press Pause in the app or in the Notification.
