how PA count play of streams ?

Long-press on Info/Tags and you will see a "Played Times" item. There is no particular threshold of amount of listening time for a stream, the count will be incremented once however long you listen.

there should be an option to set minutes for streams that if more than this it consider as play.

I'm sure that would be technically feasible, but to what purpose?

after i changed music tags and readd them (and all songs play count backed to zero), i figured out streams play count are higher than i expected. i played them just some times for few minutes. it seems PA count them even if they played 2-3 min.

Correct. As I said, the act of starting playback of a Stream triggers one 'played' count. As the threshold trigger setting for counting songs is a percentage of the song's total duration, it would be meaningless to try to apply it to a continuous playback source.

Still not completely sure of the need or purpose of logging how long I've listened to the radio though. Without any indication of what songs were actually listened to, it'd be a pretty meaningless number.
