AllowPlaybackCapture not working

This report is geared towards the android:allowAudioPlaybackCapture permission. This permission basically allows other android apps to 'cast' or divert audio playback to other devices such as a computer through usb instead of phone speaker. An example of this permission is the utility 'sndcpy' (I am not sure if I can link to another website but I will edit the post with the link if required) which uses the same permission to divert audio playback through adb to another computer. I thought this feature already existed because I remember using it but it is no longer working. I hope to get some sort of a response if possible.
