2x headset button press skips album instead of track, when the screen is off

I don't have this problem on my old android 7 phone, but lately on my Nokia 6.1 (Android One @ v8) PA became unusable for me because of the following.

When i'm in the system or on the lock screen everything works fine, 1x Click = play/pause, 2x = next, 3x = last --- but when i turn my screen off and really need the remote, 1x click remains p/p but 2x skips an album instead of the track. 
I tried different lockscreen settings and checked if any other app uses remote controls or alters the lock -- no results.

The problem exists on both the live version and the beta channel version (currently 799).
