Three-dot menu (next to track titles) immediately disappears when activated

I am using a Pixel 2, and the menu that pops up when you hit the three dots next to a track title only appears for half a second before disappearing. Is anyone experiencing this?

My Android OS is completely stock aside from setting the status bar and navigation bar set to auto hide (system-wide immersive mode). I believe it was done using the following ADB command:

adb shell settings put global policy_control immersive.navigation=apps,-com.google.android.googlequicksearchbox
