Move Filter button to top bar

Hi,

 

I would like to request for the Filter button in the playlist to either be:
a. moved up to to the top bar, or

 

b. kept not scrolling along with the playlist.

 

The problem is, with a long playlist, it's quite difficult to get back to the filter button from the bottom of the list.
