You need to turn on 'MusicFX' in Poweramp's equalizer pages. You may first need to enable the button using Settings=>Audio=>Advanced Tweaks=>MusicFX

The player was not recognized at first, but it was recognized after I successfully obtained the DUMP permission through the computer ADB

That should not be required for equalizing the Poweramp Music Player app. That process is only needed for apps which do not advertise that their output can be modified, which PA does (as long as you have enabled the MusicFX button anyway).
