resolve play count after readd songs with new title albume etc ..

Not quite sure what you are asking?

Play counts are based on song filenames, as long as you don't change the filename or location, play counts should remain.

However if you change the filename/folder, the file will be scanned back in as a new song with zero plays.

i changed my songs tagas
but not file name

also change some of subfolder name, not exactly the folder conatins songs

after doing this, Poweramp could not detect playlists songs. i used rescan / resolve playlists then it fixed.
but, songs play count backed to zero.

when PA could resolve playlists and filenames did not changed at all, so PA shlould restore play count also.

It is not just the filename alone that identifies a song, it's the whole path to it too. If that changes at all, the file will be scanned in as a new item - i.e. effectively Poweramp notices that the old file has been deleted and a new file is found elsewhere. So the Play Count, Rating, and Last-Played time will be set to zero as it is a newly scanned file.

Any entries for such files in Playlists will be broken too, but they can usually be recovered using Rescsn/Resolve Playlists, as long as the direct containing folder and filename are still the same.
