Can Poweramp be moved to another device after purchase

Pretty sure I'm going to buy Poweramp but I don't use Google play and just wanted to ask if I can move it to another device if I buy a new phone

Play Store is easiest as you can install on multiple devices as long as they all use the same account, but if you really don't want to do that then you can buy directly from the website here instead, and your licence will be valid for one device at any given time. You can still install on another device later, but that will revoke the licenced status of the first one. Keep a copy of the details in the confirmation email for when you want to install on another device later.
