It's up to Android how the volume is set for each app, normally it's a common level for all media outputs. Some manufacturers provide extended per-app control (e.g. Samsung's "Sound Assistant") but it's not part of Android's core functionality. You could use Poweramp's pre-amp control, but that's not what it's designed for and the quality of the overall sound could suffer if you set it too high (or too low).
