Absolute Volume option is missing in Developer options... how to turn on DVC?

I'm trying to enable the DVC for Bluetooth... My Android version is Android 9... There is no "absolute volume" option in the developer options... How to disable the absolute volume? Please help.

You don't even mention what device you are using so hard to say. On Samsungs the option is here:

You can still turn DVC on in PA anyway, if your device supports it. What does PA report about reading the status? (will only be visible when BT is connected)
