I cant activate the OPENSL ES Hi-REs out put 24bit after updating adroid 9.0

Please could you post a copy of your device's /etc/audio_policy.conf or audio_output_policy.conf or audio_io_policy.conf file may be helpful. [Edit: on some devices this can be found in /vendor/etc/ or /system/etc/ instead]. For recent Poweramp builds, screenshot of Settings / Audio / Advanced Tweaks / Audio Outputs Detection Logs is a good idea.

I'm guessing unless Max can find a workaround, you would need to contact Huawei and complain about them disabling this option in some of their ROMs. Or use a different ROM, if your device is rootable?
