It has to do with power saving settings of the phone, Each time it happened, I went into settings and looked for something to do with power both relating to the app itself and power settings of the device.Switched some things on/off and it all works now. You need to make sure there are no battery optimising features that are allowed to prevent PA (and presumably Chromecast) from functioning while the device is in a screen-off state.
