The LRC file says it is built for an artist named "Weekly" and with a song duration of 3'25", whereas your audio file has the artist named as "Weekly (위클리)" and it is 3'44" long, so it won't match when PA tries to validate it.
Delete the ID fields at the start of the LRC textfile, so PA doesn't try to validate them. But that song duration mismatch between the LRC content and the audio file might cause the lyrics to appear at inconsistent times if they were written for a different release of the song.

The question is "if minilyric can play it well , so why Poweramp can't play it? I think Poweramp should fix the application , because another player can play it well , while Poweramp can't detect it at all. Thank you.

Well to start with, your lyric filename has a .TXT extender not .LRC. Rename it to Anggun - A Rose In The Wind.lrc and it should be detected fine.
Officially (according to the rather minimal spec) LRC files are only meant to be used for synchronised lyrics with timecodes by the way - which your file is not - but in the most recent Poweramp beta release Max has allowed general text files to be used too, so please make sure you are using the latest beta too.

You could try removing them in a text editor and see if that helps? It's also UTF-16 LE text encoded, but I doubt that's the problem.
The second one seems to be Unicode encoded too, but without any header info to indicate the details. It starts in 8-bit ASCII for the offset line, then changes. Some text editors (e.g. Notepad++ and possibly Poweramp too?) may not read it properly. Try saving it as a regular UTF-8 text file and see if that helps.
I'm sure Max will be able to diagnose further anyway.

I only add 0 at the third minute of the timestamps.
If only one 0 , it doesn't display on the Poweramp lyric , but after I add one 0 , it becomes broken (unreadable ) by Poweramp lyric.

Thank you Mr. MAXMP ,, now the lyric works well on my samsung a21s android 12 after installing Poweramp v950 , the latest version ..
Unfortunately the karaoke mode button is still unavailable.
And I want to be given a button to fix if the lyric is too fast or too slow , so that the lyric is right.
I hope the next update, it will be available soon. Thank you.
